In general, T1 connections come in two different flavors: point-to-point and frame relay. A point-to-point circuit, as the name implies, is a dedicated link between two locations. With point-to-point circuits there is equipment dedicated along the path of the circuit to guarantee bandwidth and a high level of service. This means that point-to-point circuits cannot be oversubscribed and are guaranteed 100% of their bandwidth.

By contrast, a frame relay connection is not a dedicated link between two points. It is a dedicated link into what is referred to as a “frame cloud” in which a pool of resources is shared amongst all of the circuits in that cloud, or grouping of circuits. Unlike a point-to-point circuit, frame relay connections can be oversubscribed in the frame cloud and thus cannot guarantee the same level of quality as with a point-to-point. This sharing and oversubscription of resources allows for a lower cost by sacrificing some quality.

Due to the shared nature of frame relay circuits, they can typically “burst” to their full bandwidth level but cannot always sustain it. So downloading a large file, or sending a large email, might allow one to use the full 1.544 mbps of bandwidth but it may not be able to sustain it for a long period of time. In addition, because frame relay circuits share a pool of resources there may also be larger amount of variance in latency, jitter, and packet loss.

For general internet use the differences may not always be noticed; however, for mission critical applications such as VoIP, video conferencing, terminal services, or Citrix these shortcomings become much more apparent. Point-to-point circuits do not allow for oversubscription, and require a dedicated path between both ends (typically, the customer and the ISP), so they can guarantee a higher quality of service over frame relay circuits.

It is important to make a distinction between a T1 (either point-to-point or frame relay) and “T1 speed” which is used as a means of measuring bandwidth. Largely due to popularity and maturity in the market the term T1 is used to not only defines a type of connection, but as a yardstick for measuring the bandwidth on a connection. In the same way one might measure how fast your car goes in miles-per-hour. Many wireless microwave, DSL, and cable connections make the claim to have “T1 speeds” but they are not actually a T1. If a van can go 120 MPH it does not make it a race car. In much the same way, just because there are other solutions capable of reaching those speeds (or greater), it does not mean they are of the same high quality.
